H.R. 3400: Empowering Patients First Act. The REPUBLICAN Health Care Reform Proposal

On July 14, 2009, Rep. John Dingell (D-MI) introduced the Democrats version of Health Care Reform, H.R. 3200:  America’s Affordable Health Choices Act of 2009.

The bill, catering to the far-left, contains a tax payer funded public option, coverage for abortions, coverage for illegal immigrants, increased taxes and fees, forces Americans to purchase health insurance or suffer consequences of higher taxes, fees or jail.  It is the essential foundation of a government controlled, single-payer system.  The “reform” does not put a cap on medical malpractice (tort reform), and it does not open up insurance competition across state lines.

Since its introduction, Democrats and the main stream media have criticized the Republican party by claiming they are the party of no.  They continue to falsely claim that the Republicans insist on blocking health care reform, and they say the GOP has not proposed a health care reform plan of its own.

However, on July 30, 2009, just 16 days later, Rep. Tom Price (R-GA) introduced the Republican version of health care reform, H.R. 3400:  Empowering Patients First Act.

The Republican bill has specific language that prohibits funding for abortion, addresses pre-existing conditions, tort reform, and strengthens Medicare.

Further, the bill provides for robust pooling mechanisms so patients may unite with the purchasing power of millions. This will lower costs for Americans while ensuring those with pre-existing conditions have a market in which to purchase affordable care.

As cost continues to be a sticking point in reform, the Empower Patients First Act tackles other drivers of health costs by breaking down barriers that outlaw the purchase of health care across state lines and by providing meaningful liability reform. With the creation of new health courts that take into consideration the expert opinions of medical specialty societies — those who actually know what caring for patients is like — we will see a dramatic drop in the costly practice of defensive medicine.

Finally, with federal deficits spiraling out of control, our legislation is paid for. By requiring a 1 percent annual step-down in discretionary spending, plus other efficiencies, we tell Americans that providing access to quality, affordable health care should be a priority in our budget, not just one more thing added to the deficit.

While the two pieces of legislation were introduced only 16 days apart, the Democrat controlled House has “reported” their proposal out of the House Energy and Commerce committee, House Ways and Means committee and the House Education and Labor committee.

The Republican proposal has not been reported out of a single committee.

In summary, the Republicans health care reform plan delivers what the majority of Americans are asking for.  You just haven’t heard about it.

  1. Thanks for this info of which I was unaware and support your effort to rally all of us to speak out to elected officials to stop the madness. The waste and fraud in Medicare already costs us $650 Billion. They can not get it straight, and the Congress fails to oversee effectively the departments they create. There are laws to protect us and the Attorney General should make scrutiny of programs a top priority and that includes all spending.
    Republicans need a great communicator to address the intrusion on citizens meager savings on President Obama’s misguided premise of doling out dollars to Insurance companies and Banks.
    The idea thar companies are prohibited from selling insurance past state borders is arcane and banks and all corporations do so
